Yes, the type of item they are registering for has no bearing currently on whether they see the waiver or not. There are options for you to set when the signing of the waiver expires under the Admin Module -> Other Settings. All clients will see the waiver the first time they register for anything and then depending on those settings will determine if they see it on any subsequent registration.
You can see whether a particular client has agreed to the waiver under the 'Waivers' tab on their page. You can also see all of the clients that have electronically signed the waiver by running the waiver report in the Admin Module.
